บทบาททางการเมืองของกาชาดต่อกิจกรรมสังคมสงเคราะห์
บทคัดย่อ
บทความเรื่อง “บทบาททางการเมืองของกาชาดต่อกิจกรรมสังคมสงเคราะห์” มีเป้าหมายเพื่อทำความเข้าใจว่า แม้กาชาดจะเป็นองค์กรด้านมนุษยธรรมที่ยึดหลัก “ความเป็นกลาง” แต่ในทางปฏิบัติ กาชาดกลับมีความสัมพันธ์ใกล้ชิดกับรัฐและสังคม จนก่อให้เกิดบทบาททางการเมืองในหลายรูปแบบ บทความนี้ใช้กรอบคิดความสัมพันธ์ระหว่างรัฐกับสังคม แนวคิดอำนาจเชิง soft power และการทูตมนุษยธรรม เพื่ออธิบายว่ากาชาดส่งผลต่อการจัดการปัญหาสังคมและนโยบายสาธารณะอย่างไร วิธีวิจัยเป็นการทบทวนและสังเคราะห์เอกสารทางประวัติศาสตร์ กฎหมาย นโยบาย และงานวิจัยร่วมสมัย พร้อมการวิเคราะห์เนื้อหาเชิงตีความ ผลการศึกษาพบว่า กาชาดมีบทบาททางการเมืองสำคัญอย่างน้อยสามมิติ มิติแรก กาชาดช่วยเสริมความชอบธรรมและภาพลักษณ์ของรัฐผ่านการสงเคราะห์ผู้เดือดร้อน การบรรเทาภัยพิบัติ และการดูแลผู้เปราะบาง ทำให้รัฐถูกมองว่าใส่ใจความทุกข์ยากของประชาชน มิติที่สอง กาชาดทำหน้าที่เป็น “ตัวกลาง” เชื่อมความร่วมมือระหว่างรัฐ ภาคธุรกิจ องค์กรศาสนา และชุมชน เกิดเครือข่ายสังคมสงเคราะห์ที่ระดมทุน ความรู้ อาสาสมัคร และทรัพยากรได้รวดเร็ว ซึ่งยังช่วยขยายพื้นที่การมีส่วนร่วมของประชาชนในกิจการสาธารณะ มิติที่สาม กาชาดมีส่วนผลักดันวาระเชิงนโยบายด้านมนุษยธรรมและสังคม เช่น มาตรฐานการช่วยเหลือผู้ประสบภัย งานสาธารณสุข การคุ้มครองกลุ่มเสี่ยง และการพัฒนางานอาสาสมัคร ส่งผลต่อทิศทางนโยบายสังคมของรัฐในระยะยาว อย่างไรก็ตาม ความใกล้ชิดกับรัฐทำให้กาชาดเผชิญความท้าทายเรื่องความเป็นกลาง ความเสี่ยงต่อการถูกใช้ในเชิงสัญลักษณ์ทางการเมือง ความซ้ำซ้อนกับหน่วยงานรัฐ และข้อกังวลด้านความโปร่งใส บทความจึงเสนอให้กาชาดเสริมธรรมาภิบาล เปิดเผยข้อมูลการช่วยเหลืออย่างเป็นระบบ ใช้เทคโนโลยีดิจิทัลในการติดตามผล และให้ความสำคัญกับเสียงของผู้รับบริการ เพื่อรักษาความน่าเชื่อถือและเพิ่มประสิทธิภาพงานสังคมสงเคราะห์ในสังคมประชาธิปไตยปัจจุบัน
